CURRENT POSSIBILITIES OF BUILDING A COMPREHENSIVE SECURITY MANAGEMENT SYSTEM OF THE CZECH REPUBLIC

The study explores the possibilities of building a comprehensive security
management system for the Czech Republic. The concept of the comprehensive
security management system is based on the premise that to cope with a broad
range of security challenges we need a state-controlled, sufficiently centralized yet
flexible security system that will, at all its levels, guarantee coordinated action to
implement the required measures, while leaving enough scope for solving security
problems at the lowest possible level. In drafting the concept of the system, the
main emphasis so far has been on building its formal structure and elements
(which reflects the realities of the Czech security environment). Less attention has
been paid to linking the elements and to the management process itself, i. e. to
assessing how the system would behave in operation and how effectively it can
fulfill the stated aims. While the concept of the system as well as its actors have
been defined only in general terms, a critical analysis has revealed a number of
problems even at this level: in the drafting and implementation of security
documents, in adopting strategic decisions concerning security and in the
operation of key security departments. The article also discusses the present-day
development of the Czech security system and the problems of its operation.
