Abstract

Water has no substitute. This paper focuses on the drinkink water potential for
conflicts and „virtual water“. An overview of the publications shows some confusion of the
question of the status of water, whether it is assumed to be a common good or an economic
good, or even a human right. Much attention has recently been given to the potential for water
wars. The early warning conflict indicators for water conflicts in Table 1 as well as the early
warning models seems to be quite useful. Virtual water is an economic concept. One political
impact of „virtual water“ is the claim that „virtual water“ has prevented the outbreak of
violent water conflict. Nevertheless, very controversially „virtual water“ seems as „magic
indicator“ without a practicable value for real people.
