Abstract

Ensuring environmental security is closely linked with sustainable development. Risk
management, together with crisis management, carries out activities aimed at prevention,
solving and removal of consequences of natural or anthropogenic disasters. Due to the growing
incidence of disasters, the United Nations has become involved in solving the problems through
the application of institutional, economic, monitoring and information, educational,
international, science and research tools. The article discusses results of the comparison and
frequency analysis carried out for three strategic documents adopted at World Conferences on
Disaster Risk Reduction in 1994, 2005 and 2015. The aim of the work was to determine changes
in approaches to disaster risk reduction. The results show that there is a comprehensive
approach to disaster management, i.e. incorporation of all phases of crisis management,
including issues of funding, international and regional cooperation and information exchange.
