EXERCISES OF THE AUTHORITIES OF THE CRISIS MANAGEMENT FOCUSING ON LARGE SCALE DISRUPTION OF NATURAL GAS SUPPLIES USING SIMULATION

Abstract

Number of anthropogenic and natural disasters is growing and their impacts increase
pressure on prevention and crisis preparedness in public and private sector. Bodies of crisis
managements though try to accept technical, organizational, legal, financial and informational
measures that insure resistance of society to catastrophes and at the same time leading to
sustainable development. In broader sense, crisis management is counted as one of the tools for
sustainable development too. It is part of the management of state, region, municipalities and
other institutions that care about life and safe development on their territory.
The article deals with preparation and putting into practice of crisis preparedness
training in South Bohemia region using software and simulation tools, and selected modules
were tested at the gas supplies breakdown of great scale and those are described in the article
in details. Next part of the article deals with training of the crisis management bodies itself,
describing all preparation and realization phases. Simulation has great impact in preparedness
due to possibility to test and verify plans and capabilities of included bodies, identify
deficiencies and creates environment for improvements.
