Abstract

critical. To ensure their basic and safe operation, their resilience must be addressed. For
a proper evaluation of resilience, it is necessary to understand the view of the issue of
resilience. A number of researches and publications are devoted to the issue of resilience or
vulnerability. In general, resilience can be said to be the ability of an element or service to
withstand the adverse effects of an adverse event.
