The article is focused on the problems of the flooded area renewal.
Passage of floods cannot be the only reason for investment in repairs of buildings,
homes and infrastructure, without other aspects taken into consideration. The
authors discuss the issue of population protection in long-term perspective.
Analyze the facts and consequences of flooddisasters in the past and point to new
aspects of redevelopment for the future – floods effect on human dwellings,
communication and infrastructure, the purpose of antiflood measures, laws
(building, water) and attitudes of the authorities. Article argues the traditional
solution: "Get resources, invest, build, repair, and the subsequent floods have
again to destroy." Avoid unnecessary spending on structures that flood can
damage again. Support the efforts to invest in recovery and in preventive measures
altogether.
