TOWN MANAGEMENT RISKS IN RELATIONSHIP TO PUBLIC AND PUBLIC BENEFICIAL SERVICES PERFORMANCE

Public and public beneficial services performance represents one od key
tasks of the local government. New Public Manangement principles
implementation are influencing the ways of those services performance
management in the Western European and Scandinavian countries since the
second half of the 1970s and in Central European countries since the 1990s. The
social services including housing and fire brigades activities have extra ordinary
significant position among those services. It is possible to characterize them as
urgent services for which there is not sufficient amount of money in municipal
and regional budgets. If such a situation continues its influence on the Czech and
Moravian municipalities and regions everyday life would be very negative.
