The paper is focused on the division of the population protection
development after the World War II into four periods. It mentions their
characteristic features, trends, general ways of population protection and the
comparison with the development in current conditions. Further it deals with the
international humanitarian right and relevant legislation and their impact on the
conditions in the Czech Republic. Also the tendencies of the population protection
development after the year 1990 in Europe and their generalization are specified
together with present major non-military threats.
