STATUTE OF THE EDITORIAL BOARD

Article 1: Basic Provisions The Statute of the Editorial Board of the journal The Science for Population Protection (hereinafter referred to as "the Statute") specifies the rules of operation of the editorial board of the scientific journal The Science for Population Protection (hereinafter referred to as "the Editorial Board") as stipulated by Article 4 of this Statute.

Article 2: Scope of the Editorial Board

  1. The Editorial Board is responsible for maintaining the profile of the journal The Science for Population Protection (hereinafter referred to as "the Journal") and continuously improving its professional level. Within its scope, it is also responsible for resolving conceptual and serious operational tasks related to the publication of the Journal.
  2. The Editorial Board performs the following tasks in particular:
    • Discusses the plans for its activities, the content structure of individual issues of the Journal, and other editorial plans;
    • Determines the formats and editorial standards for the preparation of submissions, evaluates the quality of published contributions, and adopts systematic measures to enhance the quality of the Journal;
    • Decides on the acceptance of author contributions in case of conflicting peer reviews;
    • Recommends reviewers for individual submissions within the framework of anonymous peer review;
    • Determines the format and content of peer reviews;
    • Issues consent for the publication or rejection of submitted author contributions;
    • Evaluates individual editions of the Journal in both printed and electronic form on the Journal’s website;
    • Discusses essential comments and suggestions from readers and proposes appropriate measures;
  3. Members of the Editorial Board contribute, according to their abilities, to the promotion of the Journal, acquisition of new contributors, and expansion of the pool of reviewers.
  4. Members of the Editorial Board must not disclose the names of reviewers to authors of contributions or other third parties, nor the names of authors to reviewers or other third parties, and must not disclose any facts that could affect the objectivity of the anonymous peer review process.

Article 3: Composition of the Editorial Board

  1. The Editorial Board consists of X members, including the Chairperson of the Editorial Board and members of the Editorial Board. A person becomes a member of the Editorial Board upon appointment by the Director of the Ministry of Interior – General Directorate of the Fire Rescue Service of the Czech Republic, Institute for Population Protection (hereinafter referred to as “MV GŘ HZS IOO”), upon the proposal of the respective guarantors of the Journal’s sections.
  2. The Chairperson of the Editorial Board is a member appointed by the Director of MV GŘ HZS IOO for a term of two years.
  3. The role of a member of the Editorial Board is honorary and non-substitutable, and includes the obligation to participate in the activities of the Editorial Board.
  4. Membership in the Editorial Board terminates:
    • At the end of the term of office;
    • By resignation;
    • By removal.
  5. Organizational and administrative tasks associated with the activities of the Editorial Board are managed by the Secretary of the Editorial Board (hereinafter referred to as "the Secretary"), who is an employee of the Ministry of Interior – General Directorate of the Fire Rescue Service of the Czech Republic, Institute for Population Protection in Lázně Bohdaneč.

Article 4: Duties of the Chairperson of the Editorial Board

  1. The Chairperson of the Editorial Board:
    • Manages the activities of the Editorial Board, the Secretary of the Editorial Board, and the Editor;
    • Proposes the composition of the Editorial Board to the Director of IOO;
    • Coordinates and, through the Secretary and Editor, ensures the publication of the Journal, including its electronic version;
    • Represents the Editorial Board, especially in relation to other components of the Ministry of Interior and other entities involved in the publication of the Journal;
    • Is required to monitor and evaluate the management of the allocated financial resources for the publication of the Journal;
    • In disputed cases, designates reviewers for the anonymous review process;
    • Provides information on the activities of the Editorial Board to the Director of MV GŘ HZS IOO or a designated representative upon request;
    • Performs other tasks necessary for the publication of the Journal.

Article 5: Duties of the Secretary

  1. The Secretary:
    • Ensures and practically implements, according to the instructions of the Chairperson of the Editorial Board, the organizational and administrative tasks related to the activities of the Editorial Board;
    • Prepares materials for the meetings of the Editorial Board, compiles reports on its meetings, evaluates the fulfilment of tasks, and continuously informs members of the Editorial Board about the status of preparation and publication of individual issues of the Journal;
    • Directs the activities of the Editor according to the instructions of the Chairperson of the Editorial Board;
    • Prepares materials for financial and other requirements submitted to MV GŘ HZS IOO to ensure the publication of the Journal;
    • Informs the Chairperson of the Editorial Board about all facts affecting the publication of the Journal.

Article 6: Meetings of the Editorial Board

  1. The Chairperson convenes meetings of the Editorial Board through the Secretary according to the annual activity plan of the Editorial Board or after consultation with other members of the Editorial Board as necessary.
  2. Meetings of the Editorial Board are chaired by the Chairperson; in the absence of the Chairperson, the meetings are chaired by a designated member of the Editorial Board.
  3. The Editorial Board is quorate if a majority of all members are present.
  4. Meetings of the Editorial Board may commence and proceed only if the Editorial Board is quorate. If the Editorial Board is not quorate, the Chairperson will convene a repeated meeting.
  5. The meetings of the Editorial Board are private, and minutes are taken by the Editor. The minutes do not include or disclose the list of approved reviewers or assessed contributions and their authors; this list is kept by the Chairperson of the Editorial Board, and only members of the Editorial Board have the right to inspect it. The minutes are kept by the Editor-in-Chief for at least five years.
  6. A report on the main results of the Editorial Board’s meetings is prepared and published in a reduced form on the Journal’s website.

Article 7: Voting by the Editorial Board

  1. Proposals presented by its members, the Secretary, or the Editor at the meetings of the Editorial Board concerning matters listed in Article 2, paragraph 2, letters a), b), c), e), and h) are always voted on. Other proposals are considered adopted unless the Chairperson of the Editorial Board or any other member proposes a vote.
  2. Voting is public, and a valid resolution of the Editorial Board requires the consent of a majority of the present members unless otherwise specified.
  3. When necessary due to time constraints or the relative simplicity and clarity of the underlying materials and the required decision, the Chairperson may present a draft resolution for approval by written or electronic mail to the other members of the Editorial Board outside of the Editorial Board’s meetings ("per rollam voting"). The draft resolution must specify a deadline by which members of the Editorial Board must express their approval or disapproval in writing. If a member does not respond within the specified deadline, they are considered to agree with the proposal. For a resolution to be adopted by per rollam voting, the approval of a majority of all members of the Editorial Board is required. The Chairperson announces the result of the per rollam voting to the other members of the Editorial Board no later than 10 days after the deadline for expressing approval or disapproval. A record of the per rollam voting is made.

Article 8: Final Provisions

  1. The Statute of the Editorial Board of the Journal The Science for Population Protection is kept in printed form by the Chairperson of the Editorial Board and is published in electronic form on the Journal’s website.
  2. This Statute comes into force on January 1, 2025, and takes effect on January 1, 2025, upon the approval of the Statute of the Journal The Science for Population Protection by the Director of MV GŘ HZS IOO.
