Abstract

Risk is an almost ubiquitous term with many and different terminological
and conceptual connotation. Civil protection face to change in threat perception
from a rather one dimensional focus to war to a multidimensional threats in
modern society. It is thus necessary rethinking the concept and meaning of risk for
civil protection system
