This paper concentrates on the status of the population and specifics of
public administration in crisis situations in the Czech Republic. The crisis situation
requires fast and efficient solution, that´s why the legislature allows public authorities
to take decisions in the simplified process, impose special duties to natural and
legal persons, or even restrict them from exercising their fundamental rights and
freedoms. Paper analyzes some particular legislation in this area, highlights the
differences from the usual functioning of public administration bodies as well as
public participation in governance during crisis states in the Czech Republic
